As such, a prosecutor is required to prove beyond a reasonable doubt that the person committed the crime if that person is to be convicted.

Depends really what kind of laws you're talking about. Did George W Bush break a law? Bush claimed Sadam had nuclear weapons, and he destroyed Iraq for it. Turns out there was nothing, but in the process he killed several million civilians. Turns out they made plans to invade Iraq even before they had a reason to do so. There is no trial for him, because he has immunity as an ex-president.
