Well they're different polls held by different groups. This one is an NBC News poll, it might be a little less scientific, for example it might be limited to people who watch NBC. And it certainly asks different questions than the Pew research survey. 26% is for "job conduct" which is different from what this poll is measuring which is simply "approval" and so policy decisions that some people agree with could be factoring into the rating.

Well it was during Nixon's time that an attempt was made to end the electoral college system and had bipartisan agreement in the house but blocked by both Democrat and Republican senators from small states. Can't say for certain but seems Nixon wasn't opposed to the change.

Five Thirty Eight is showing 38% now. It's a collective sampling and weights the past as well and the higher 43% rates are still having an effect on the weighted 38%. Give it another week and you may see it down to around 33% or so as the past numbers come off the analysis
