Actually it's evolution. Those monkeys have evolved with a fairly good bit of immunity to Cobra venom and the cobras know it's futile to strike them so they don't extend their fangs. I'm sure you can Google something like why are monkeys not afraid of cobras and it'll tell you the same damn thing
