Even those bombs that miss their mark will have their effect on Russian soldiers. Imagine you're sitting in a trench, it's nice and sunny, you are bothered by flies, maybe you think about how much water there is still left in your canteen, what you might eat or when... essentially, you're in a very mundane train of thoughts and suddenly without warning, a loud bang next to your hideout makes you dive for cover. The psychological effect of these attacks, even when they miss, take their toll. I kinda hope/wonder if the UA does this at night, cause depriving the enemy of sleep is also a great way to lower their morale and ability to fight. It costs you only one mortar round, you don't have to hit anything and it'll give your opponent a few hours of "fun". Hell, at this point, I'd put speakers on trees to blast random stretches of forest with the whirring sound of drone rotors at random intervals. Every soldier will waste his time checking the sky and becoming more and more paranoid.
