It’s a new thing, so you don‘t play as an example against OJ with level 9 when you just unlocked Mr.P... At rank 10 you play against real players.

There are some cases in which you don't play against real players, you play against bots: 1. When you are playing with a brawler under 50 trophies 2. If you lose a few matches in a row (I think that depends on trophy range) This is not my research by the way, it's somebody's who spent time in finding this.
