What Can the U.S. Learn From Europe About Policing?

The Republic of Georgia dismantled and rebuilt its police force and Germany’s police confronted its racist Nazi past. These countries took on reforms that some in the U.S. would consider radical. But as calls to defund or abolish the police continue to grow in the U.S., is it time to look outside to fix its policing problem?

@@ren.8137 There are quite a lot of wrong assumptions in what you said. Let me give a friendly answer: Why saying all others have almost the same skin colour? Why would that be the main reason for violence? Why assuming the absolute size of a nation is a factor - as if the the daily violence in LA and NY would influence each other? Then again you guys talk about the EU as if it was one country, why not now? (Or would you really say the degree in violence is literally in relation to skin contrast? That would be hilariously stupid, so I guess don't mean that.) Really think Denver is more diverse then Berlin or London and that's it? Nobody says other nations don't have problems so why not acknowledge that this is a real problem in the US and self created? In Europe police has to take responsibility for every shot fired, there are no stand-your-ground laws and while everybody has the right to a fire arm, you need a licence like a driver's license and if you don't actively shoot in a club or are a collector you have to explain what you want to do with a pile of rifles - that doesn't take your freedom, it's an incentive to think. It also has to do with media that doesn't "report" and sensationalise every single act of violence as long as it is not of great public interest, thus avoiding the impression that you are surrounded by rampaging violence and making you less nervous. Have a great day.

Although the whole topic itself is of course much more complex a major difference in the environment police officers have to work in daily is the presence or absence of guns among the civilians. Guns are not part of society and culture within many European countries meaning that police officers are also less on edge on the streets knowing that they won't face someone with a gun during every traffic stop. Besides this, there are many other factors involved which also differ throughout Europe. I am from the Netherlands where we want our Police to be as close to society as possible, making police officers approachable but decreasing their authority. I've been told that for instance in countries such as Italy (especially when looking at the gendarmerie forces) this is more the other way around. One thing is for sure, the police problem in the US is complex and a lot of different other issues are involved with it. Solving the current problems can not be done by some easy fixes and even rebuilding the entire Police force might not be enough. The problem lies deeper involving so much more aspects than just the structure of the current police force. And the US can use other countries as inspiration but note, Europe for instance has many differences between the countries and the police in Europe is also far from perfect.

@@Bramowicz I think you must have magazine and gun separated and a bullet must no be engaged, even for military going in the casern (millitary service is mandatory to all men and it is common to see people with AR in bus or train). Still a lot of police officers aren't armed on patrol. but you are right culture is not the same. People in Europe understand what is living-together in a civilised society, where there is a State that keeps individuals from going outlaw, but US's individualism does not understand. They still believe in the law of the strongest. Something that is a counter-argument to you is that most weapons are carried by white people in rural communities, whereas most policers kills black people in urban areas that have far less chance to be armed.

Beautiful video. The problem with the US is the 'always want to win' mentality, combined with not wanting to acknowledge when they've lost, because shame is not 'the American way'. Losing is not so bad if you consider it growing and learning; that would be a normal way to act. It's hard for the US to understand this after 250 years of exploring, fighting for freedom and conquering, which resulted in a 'can do'-mentality, but also in a very big ego. This big inflated ego prevents the US from really doing some introspection and act more human and empathetic. Instead, the US always goes back to 'I am right and you are wrong' and 'we have bigger guns so shut up', instead of facing it's problems. It's not strange that the distortion between reality and facts on one hand and fake news and conspiracy theories on the other is happening especially in the US. I hope and wish that smart people like AOC mark a new generation that will acknowledge this and change it for the better.

I definitely appreciate how Dena Takruri discusses her topics by providing examples from other nations. I was having a conversation with a socially liberal seemingly economically progressive friend who has bought into the Trump train hype and elements of the Qanon Narrative. We both wanted to talk politics but couldn't agree on facts, let alone non biased news sources. What to do? I suggested that if one were to accept the frame that American media is biased, what about looking at sources outside the USA? The rest of the world surely wouldn't be biased in the same way and spread the same lies now would they? In dealing with Covid, if Trumps response was so good, what did other countries do to handle it. What were the results? This, I believe, is a truly great way to not only broaden ones perspective, but it also helps dispel preconceived narratives and biases that are not rooted in fact. Its is also a great way to learn different solutions to common problems that may not be brought up or yet considered. Great content.

So , and i really eager to know , why US's people keep this name instead a of name about the USA and not a name about a real continent! That is a things , among other , that confuse european and let them think , US people are too US-centred . Also , how am i supposed to call people from your continent who is not from the US ? (maybe you have a name i don't know ) Movie doesn't help , america are generaly depicted as the savior of the world (look at WW2 especialy ) and russia are common ennemy even if they really are the one who did the most about nazi (they took berlin ). But i saw a lot of video where US people don't know where some famous country are , even if that country is the US but upside-down .(and i don't know much about the geography US child learn at school , i don't say it is american fault , maybe the problem is systemics ) . Also Trump didn't help much for the US image To be fair , america is also capable of questioning themself better than european in my humble opinion . (and they are great on many topics ) A part of the answer could be find when we look at your border . You have 2 country and that all (for your mainland) when in europe we have generaly more than that. Also these place have longer history than the US where border maybe have change and european have a shared history with their neighbor .(US too but not so much in comparaison of at least 2000 years of shared history ) Also learning a second language help , and i know that generaly , US people doesn't do that much about it (but they don't really need to ) My point is , they are thing who explain why you are US-centred (in comparaison to europe's country ) , and they are thing that encourage you in that regard. It seem logical to me , for exemple , that you don't really learn a second language because you don't have too. The vast majority of the developed world speak english and you only share 2 borders where one speak mostly english and the other , well you seem to don't want to go there (you are building a wall here! ). But ere the thing , we are influenced by US movies/comics/videogame/merchandising (that called soft power) and US politics (and sometime strongly ). So we are influenced by all that culture/politics but i've the feeling that it is not a well balanced relation . (like we are more into american stuff than the US are into EU stuff , especialy with trump administration) It is like in this american meme: you see a europan who mock US politics and are worried about the consequence for US citizen (on topics like healthcare) and the american who respond : "i don't care about what you think , i don't care and know much about you" . (and i don't want to to look like i say the US should look like the EU , that not my point ) ps: i apologize for my bad english too

First of all, in Europe we don't have guns roaming the streets. There is no persistent possibility of a gun threat which automatically leads to a totally different way a cop will interact with you. Secondly, if you do have an interaction with a police officer it's best to comply. If you do not comply and/or are an actual threat you will be subdued. It's very simple in Europe, nobody has guns, we don't shoot unless you shoot or you pose a high risk for civilians. Worst case scenario, the criminal has weapons that stab/cut. There is no "i won't get in the police cruiser", trust me. You gonna get some broken bones if you resist, they gonna snap so hard that even you momma gonna feel that. Whole of Europe is actually fine with the way police works, civilians even are fighting to give more rights to the police.

What we need to do is put in more funding that way we can train them better and start to fix our justice system. I think police officers should have to learn just as much as lawyers and doctors, lawyers because they should have to know exactly what is legal and what is illegal, and doctors to know what to do in order to keep a suspect alive in the best way possible. Also I think they should have basic training in human behavior in order to know when someone is acting suspicious or lying

Fact about Germany: Until the 1970s the German Police had a very problematic, authoritarian approach to policing, which caused a lot of problem, and escalated in the shooting of the student Benno Ohnesorg in 1967. Beginning in the 1970s major police reforms were implemented. One of the countries that were looked upon as a model was ....the US, specifically Chicago and Harlem cops, who had been trained in community policing and practiced it to deescalate the racial tensions in inner cities, were brought in as trainers to help change German policing. For Germany the technique worked well, gained more and more political support, and is now broadly accepted in German society. The US, following the rightward shift under Reagan and ALL of his successors, had a backlash into authoritarian policing, and largely abolished the idea, leading to where the US stands now. The US today spends the money for policing on large numbers of badly trained "bodies" on the street, and for equipping them with military gear in an assumed arms race with "the street". It thoroughly underfunds the education and training of the individual officer. "Small government" has turned into police bullying and overcrowded prisons.

To expect American police to have less or no guns, first of all you'd have to take guns away from the people. Only then you can expect that. Second, I'm not sure if you're aware, but American officers aren't trained on de-escalation, which's vital in good police practicing. Lastly, these countries like the UK n Sweden are investing more n more in social programs to take the burden of the police with positive results because they're Social Democracies.

Why is it NEVER part of ANY of these conversations to impress upon people that they should not be committing crimes in the first place. Why is it never part of the conversation to tell people that if they can't help themselves and they HAVE to commit a crime, that when the police go to arrest them: Do. o Not. Resist. Just allow yourself to be peacefully handcuffed. Peacefully walked to the patrol car. Peacefully transported to the police station or jail. And peacefully go through the booking process. Then you are alive and well to either bail out or see a judge and at some future point do your "fighting" in court. Why is NONE of that ever put out there as an option? In the cases where it applies, why is every excuse under the sun made for somebody's criminal conduct? Here's my theory about the root cause of problems with policing in the States: Everything stems from the Second Amendment right to bear arms. The fact that there are so many guns on the streets makes policing incredibly dangerous in the US. This causes highly-educated people to shy away from policing as a career, even if they were justice-minded and offered high pay. Simultaneously, those guns demand a large number of officers to be hired, so the bar just has to be lowered. Problematic, high-risk personality types will be accepted, training kept as simple and short as possible. Then, once on the streets, officers have to be in a constant state of high alert because anyone they stop could be carrying, and such fear, tension and adrenaline isn't good for anyone's mental health, let alone magnified by being an armed enforcer facing the worst of society every day. Test my theory; abolish the 2nd and see if it doesn't improve police-community relations.

This is completely wrong, the biggest problem is where not Europe and for the life of me I don't understand why we keep getting compared to countries with 5 to 25 million people. There no drug cartels at their borders the US has the most lopsided economic border in the planet. Defending the police is also moronic, if anything give them more money. Do you know how dangerous it is to be a cops? More truck drivers and garbage men die than American police, so your point is moot. Small counties with very little budgets don't have the money to properly train or evaluate police officers thats why defending the police is yet another emotional response from the unhinged left. In 2019 one year prior to George Floyd's death there were 385 million contacts .are with American police. Out of that number thousand were officer envolved shooting, from that number 40 were unarmed 9out of that number 9 were black from that number 6 were going for the officers gun and 3 were captured on video. You have a greater chance of getting struck by lightning than killed by a police officer. Defending the police gives greater autonomy to criminals. You see what's happening in Chicago and LA. The Democrats want to keep blacks emotional angry and on the mental plantation it's all lies!!!!!!

I don't know why you still saying than we can't compare small and big country, it is exactly why the US are organised as a federation, for adapting things to different area, but you don't know how to make laws, it is more paper work for a US police officer to cross the border of a indian reserve than it is for a swiss police officer to cross the border of the EU country (Switzerland isn't in the EU) We doesn't have cartel because we destroyed them, if a things like that was existing in Switzerland, the federal police office would be helped by the swiss army, we would track them down until they were all under arrest or six feet under, they would be considered a threat to the country and there would be no problem obtaining warrants which are moreover less necessary only in the US, small "counties" don't have problem for equip and train their police officers, because it is a federal training, and the equipment is a "state" responsability, the closer thing here is firefighting, if a county is to small for have his own FD, he work with neighboring "countie", and for highly technical operation or big operation, we will go back up from other "counties" because a juridition isn't a wall here, it is more like a door, we go out of our if needed, your system is stupid and you everytime think you are the best in the world where you are really bad, US aren't a "free" country, aren't a "rich" country, aren't a "democratic" country, aren't a human right country, aren't a "safe" country and aren't a "well educated" country, you are closer to a "developing" country than a "developted" country. I'm from Europe and while I think there are things US police can learn from many European countries I will also acknowledge the fact that most European officers do not need to take into account that every individual they approach might have a gun. Most police officers in my country don't need to use their guns because the risk of the other individual being able to harm others with a gun of their own is not as high as I imagine it to be in the states where people are allowed to have guns to a greater extent. I respect the fact that they need to be on guard in a different way because of the right to bear arms. To be clear I'm not sharing any opinion on whether I think the right to bear arms is right or not just simply that the right exists and therefore more police in America need to take that into account when approaching people who may or may not have committed a crime

In some Asian countries, the minimum requirement is a 4-year college degree preferably in Criminology. Cadets learn the law from professors who are lawyers. After graduation, they need to pass the board exam to be granted a license just ike any other professional (doctors, lawyers, engineers, etc.). Only then can they apply to join the police force. Once they are part of the force, they are required to do "schooling", earning Masters Degree and PhD in order to improve their ranks. That is on top of the usual trainings in maximum tolerance during riots, urban warfare, jungle survival, etc. Perhaps the US can learn from these Asian countries as well.

If the American police were taught the things we are taught in Europe (in Denmark at least), they'd end up in trouble in many areas of the states. Officers in the US are so often confronted by armed citizens. And if we were taught the same as the officers in the US, we'd quickly overreact on banale situations.

When there is nobody else to call in a crisis, Americans call their local police. There should be other people to respond when people call 911 besides firefighters, paramedics, and cops. Then, police could be reserved for when a victim reports a law is broken and needs enforcement. These OTHER PEOPLE could be councilors trained in conflict de-escalation, domestic reconciliation, mental illness, substance abuse, & etc. But, with America’s level of gun availability, they should probably be allowed to carry concealed to protect themselves.

@Abbebu5
@Abbebu5 2 роки тому
The criticism directed against the US police system is legitimate, but a straight forward camparison of european countries to the US simply doesn't hold up. I'm swedish, so I'll try to provide a bit of context: - While mentioning Swedens approach to the mental-crisis ambulance it's wrong to think of it as a "community" based approach. The crisis-team is linked to the normal ambulance service and the welfare system as a whole, which Sweden provides for it's citizens. It's not communities that provide these services for each other. - Disarming the police hasn't been up for debate in Sweden, but in general I feel like it would not be the right approach for a country like the US, with the abundant gun ownership and violence (both linked to legal and mostly illegal guns). And you have tot try to see it from the blue side as well. Statistically in almmost every country minorities are disproportianally represented in almost every type of crime, particucarly the violent and often gang-related ones. So statistically if a police officer patrols a mostly "minority based community" or comes into contact with minorities, the likelyhood (purely statistical) of them being potentially dangerous is higher. The fiery debate, both from the side of the civilians and the police, doesn't help the interaction. Sweden has huge problems with gang violence and violence in general, that has grown exponentially the last few years. It's easy to point fingers, it's a fools game but still minorities here are also overrepresented in these stats. Swedish police who are not used to this violence, are easy prey (both in terms of avoidance for the criminals and also in direct violent action in the case of multiple murders of police officers) for the criminal networks. These are just a couple of thoughts from me.... To sum everything up I would like to say that viewing problems in a black and white manner is never a good solution. If you want abolishment you're a fool, if you love the police no matter what you're also a fool. The problems have roots that grow deep, and if they had simple solutions they would have been solved by now. Time to stop contributing to the polarization of the debate and try to see everything from different and greater perspectives; the police are needed but the way they handle certain problems and allow a platform for a bunch of "bad apples" to assert racist or injust violence can certainly be worked on. So please, have a debate. Stop this "cancel and shut down everything I don't like and don't want to understand" narrative (comes from both sides). It doesn't help....

Tbh the disarming point is moot in the US. You cannot possibly disarm the police in such a heavily armed country. It works in the UK because it’s so rare for anyone to have a firearm in the first place. What I find most shocking is the sheer difference in time that police officers spend in training. Of course one who trained for several years is better than one who trained for a couple of months.

I see the root of many of USA´s problems being inequality The public school systems and teachers are under-funded, compared to European countries, causing a uneducated/poorly educated underclass having to fight much harder (inequality) compared to often white priviliedged kids from richer families who can afford easier to pay for their kids to get a better degree > better life The rich can afford to spend their money on stocks and bonds and get a lower tax of their wealth then a nurse, or school teacher And then there is USA´s big problem with giving way to easy access to guns, and when people are poor, desperate violence/gun use more often happens, and the USA police more often than in Europe face people who might have guns to kill them with, so the US police is more afraid and more often uses guns than in Europe - plus in some states it takes just a few months to become a police person, while in many European countries it takes 2-4 years, plus additional many years to get a higher degree police role

The biggest difference is based in the other side of one of America's biggest strengths: it's diversity. In Germany we have had an influx of immigrants but are still on the most part and in societal norms homogeneous in any given location. There may be huge differences between different tribes and their respective areas but the policeman on the street encounters mostly only one set of social norms and behaviour, hence they can mediate, de-escalate, etc. whereas America has always been a melting pot of all kinds of religious, cultural and behavioural norms, which means that there is no one "universal" approach for them in any given city to any person they might encounter which is, at least in my opinion, probably the strongest driving force for their authoritarian approach to policing as they simply cannot adjust to every single differentiating norm they will encounter on a day to day basis.

You guys are aware that other countries are not just another usa, right? I have lived all my life in Germany and seen exactly 2 black people irl in my entire life. We have tensions between native populations and immigrants from the Mediterranean that occured in the last 50 and from the east in the last 30 years, not some leftovers of a state run on race based slavery...

Defund the police they need more funding to improve trainings

Their policing works for them which is great because their population actually respects police. Americans in general don't respect police thats why their way of policing wouldn't work here in the states. Different temperaments between Americans and Europeans

The problem lies much deeper though. Defund, abolishing or reforming the police won't do much good if other problems aren't fixed first. First problem is the countries that connect to the USA. Mexico has Cartels that smuggle drugs and guns into America. This means the police there are constantly on edge, because they don't know if the person they just pulled over might have an illegal gun, might be on drugs or might be smuggling drugs. Second problem are the gun laws. Because anyone that's 18+ can carry a gun, cops are, again, on edge because they don't know if this person they're interacting with has a gun on them. That friendly chat they're having can very easily and very quickly turn into a gunfight. Third problem is the way people interact with police. Often in the recorded shootings, the person is verbally aggressive, and often times does a lot of moving. This also puts cops on edge because this person in shouting as well as moving his hands, so the officer can't tell what the person will do.
