This scene is where Supreme German Commanders Hindenburg and Ludendorff around Oct/Nov 1918 (who had exercised quasi dictatorial powers since 1916 since Kaiser Wilhelm was not a strong leader) drop the bombshell on him "that the war is lost and there must be an armistice". It is a shock because 1. The Army had resisted a negotiated peace on earlier occasions with reasonable demands (mistake). 2. The military had advocated for unrestricted submarine warfare in early 1917 which failed AND prompted the US to declare war which ultimately swamped Germany (HUGE mistake) 3. In only March 1918 the Germans had finished off Russia and the Eastern Front with the Treaty of Brest-Litovsk thus acquiring farmland and transferring a million men to the Western Front. 4. The Germans had great success in their Spring 1918 offensives but had fallen short Overall, IMO, Hindenburg-Ludendorff mismanaged the war situation. They did not properly bring the civilian populace along (There was widespread hunger thanks to the Allied blockade). Also, Ludendorff was not a resolute man and was given to panic (Hindenburg was very old already about 70 and as later with Hitler did not choose the best course-he opposed Hitler but let him into power as President of the Weimar Republic as the "best" option). The German Army was suffering greatly but I have to believe resolute leaders like Field Marshal Blucher of the Napoleonic Wars and Moltke the Elder of the Franco-Prussianj War could have rallied the Army as the war approached German soil. Kaiser Wilhelm was a poor leader but he was also ill served by key subordinates like here.
