The best time to do a panenka is when the PK is to win the game in a shootout. The keeper is amped up as they know if they don’t save it they’ll lose the match. As long as they get a tell on which side, they’ll have started the diving movement just before the ball is kicked. They go wrong when the keeper isn’t fully committed to dive to one side.

actually, the panenka kick has an 88.9% success rate, more than any other tactic when trying for a penalty shot- the biggest problem with it is that in the case that it does fail, you look really, REALLY stupid.
