That's how you end up with horse nomads conquering the civilized world from the Yamnaya all the way to the Mongols. Even today, countries with not much resources gets to stay rich via neo-colonies, manufacturing, work ethic, high level of education, etc. Singapore, Taiwan, and SKorea are a good example.

There's a big difference between starting in land that's 15%-20% rich in resources compared to "normal" and starting in a desert. Yeah unfortunately in this game and in real life even if you're smart you still need to have access to material to even do anything. Even smart people still need to rely on loans and investors to manufacturer things. They can dumpster dive and get a job to make their prototype but after that they need to hope an investor is interested in their invention in order for them to mass produce it
