The result might have been different if the US doesn't export war to other countries. While there are territory disputes even localized skirmishes with China, but last I read China hasn't been at war with anyone since Vietnam 40+ years ago or proxy wars. the ROIs for hosting such big parties/events may well only appear years later. such moneys may well be better spent on helping to improve the living conditions of the population (eg cope with inflation pressures) rather than whole lump sum being used on building some white elephants for a 2-week event which probably not many would remember after a while.
