No need to install the 3rd party tool. 1st just create a new local disk-easy process-, move all the data from D to the new local disk, delete the D which is next to C, this will replace D with "unallocated space", this operation will enable the "Extend" option, and than just extend and click next next next and finish. Your C will be increased with that amount....

Can confirm in may 2024 that this video works and it does cover all of the bases both electronically and physically. I was honestly facing the exact same problems all the way up to the power flush.
