Seem like its gasping for air underload

It looks like the throttle body size is too small. I am not sure what the valve diameters are but they could be too small as well. if your VE sucks the engine is going to perform like doo doo. I am guessing that you are using spark plugs for this thing and you are running a boosted engine, have you ever considered spark blow out causing the issue? Does the engine stumble when putting it under load? If it does shrink the gap on the plugs. Running some quick numbers the engine would put out about 13 HP at 7000 RPM with 10PSI of boost. That's about 9.8 lb/ft of torque. That should be more than enough for moving the car if the car doesn't weight as much as a riding lawn mower. Honestly I would deep six the roots charger and go NA first. Get that going properly. You might even want to set the idea of EFI to the side and run carbs. There is a plethora of RC carbs on the market and I am sure you could use one for each cylinder or one for 2 cylinders. make the intake manifold to do that. It would definitely simplify things. Keep the EFI bits active except the injectors this way you can see what the data from the sensors is looking like. I think you have an air restriction problem at the throttle body for starters. you may also have one at the valves, not sure because I do not know the size of them or how far they are opening. I can work with you on running the numbers so see where something might be off but I need to know what the measurements are. Your issue could be something as simple as you having the timing off by one tooth. You are not running VVT cam phasers so you are not able to electronically adjust the cam timing. I would guess you are able to adjust the spark timing but that might only be true if you have knock sensors on the engine.
