They always have some overly complex system controlling the traffic lights, and that would be a perfect modern take on how to screw it up. I was rolling on my bed laughing at that, it's such a ridiculous result for such a simple action. A few bike riders with backpacks full of cellphones could effectively eliminate a lot of traffic from a section of a city pretty easily doing that (of course it would mostly target people from out of town who are using Google Maps to navigate the streets, but perhaps that's what you wanted to do anyways?)
