I think most try to give honest and helpful tips. Only the criminals try to prevent justice. Humans have faulty eyes and memories. It's an important part of a detectives job.. to be able to sort through and find the real and useful evidence. That's what they do as investigators. If it happened, there's a trail and they will sniff out the right one.
