Even Reagan was forced to bring in Bush and his crew to run the policy side of things. Two possible implications: A) The reputation/career boost for bringing it public is worth more than the bribe would have been (that is, they were offering a bad deal even by their own standards) or B) this sort of thing is business-as-usual, and she's upsetting the apple cart for everybody else trying to set up bribery schemes.
