On any individual game, it plays a decent role. But variance evens out over time, and there’s lots of turns in Catan to catch back up if you make the optimal plays. And honestly if you’re worried about this before you even start playing, you aren’t skilled enough for luck to even noticeably negatively affect you. If anything, you’ll get wins because you get lucky way more often than you’ll lose because your opponents got lucky. If you don’t want dice involved, go learn chess.
