At least with WandaVision they legit were being quirky couple almost every episode and it was fine.. if they go through the whole show and still come out as "eh we work together and don't wanna be friends" I am gonna be kinda mad, at least in movies it was fine since Cap was around to make them more focus on him and less on eachother specifically...

His power didn’t go away, he just doesn’t use it to kill innocent people anymore. I don’t get why people get upset that he is no longer a brainwashed hydra assassin. He’s still just as powerful and skillful, but he’ll use it for the right reasons now.

When you have a hero and a villain with the same amount of power, the villain is going to look stronger because he/she isn't held back by morals. Bucky is as strong now as he was before, but he's not going to indiscriminately tear through enemies like the killing machine that was the Winter Soldier, so of course he doesn't *look* as intimidating.
