There’s just no way to justify this move. They either plan on getting a rookie, which means Zach is just gonna be a backup, and you already have a better backup in stidham. Still this narrative that Josh Allen has never had an o-line or running game. Last season, the Bills RBs had the second highest yards per carry in the league behind the Ravens. They just didn't use them because they wanted to feed their darling Allen. For the o-line, it's pretty hard to protect when Allen keeps taking 12 step drop backs from shotgun. He's so far behind the line of scrimmage that the line is basically punt protecting. Defenders just have to bull rush in a straight line to get to him instead of curling around and then into a pocket.
