Normally, the retardant is released from a much higher altitude than that. It spreads out on the way down, so it doesn't hit with that much concentrated force. I've actually witnessed a plane drop fire retardant on a person. It didn't hurt them at all.

What component of that car’s destruction is caused by the horizontal velocity of the plane? I mean, rain doesn’t fall very fast, maybe 20 mph, and that plane must be going 6 times that. At some height, the horizontal velocity would pretty much be all gone and the dumped water would just be rain.

Fun fact: that prison had no doors so if u could find a way out you were free, but sadly because many tourists were getting lost many areas in this underground prison were closed. There was one secret passage, who find it gets freedom.
