If we're talking about the first time any country recieved the highest score in their voting system, which was the same among any other voting country, it would be the three points given by Monaco to Luxembourg. Fun fact- both swiss 7 for The Netherlands and monegasque 3 for Luxembourg were the first points given in their respective nights
