So for the country finishing last the most times, do you count the countries that go straight to the finals? Italy, UK, Germany, France, Spain? Germany, for example, has had a lot of last places in recent years, but they're in the finals, so maybe those don't count? If so, what would have happened if they had been required to compete in the semi-finals? Would they have taken over the "honors" from Norway by now?
