Ice (finn) himself said that the decision was made by the big shots of nbc and even the actors who left series like chicago met, chicago pd and chicago fire, said that dick wolf was not financially well off and that's why they made those decisions too. Mariska tried to do everything she could to keep Kelli but the decision was already made.
