Morales plane was never forced to land, it was a private plane and it was only denied transit over french air space, if he had a bigger plane he could had gone around but since he didn't have the range he had to land to refuel in Vienna where he went through customs like any other, many countries deny transit over their air space but few have sent a Mig-29 to divert a commercial airlines plane and forced it to land in another country, but if Belarus thinks it is ok then they would have to get used to it because Belarus is a landlocked country and in order to get out of Belarus you have to fly over many countries
