Because having just one arm is far less conspicuous than a tattoo that could be covered up... But even so, it's still not true. Methods of removing tattoos have been around around as long as tattoos have (albeit less sophisticated & much more painful/damaging than today). While lasers didn't come in until the 1960s, there would have been means far less extreme and less conspicuous than removing a whole arm. Also cutting off an arm in a non-surgical setting would be very dangerous, if not lethal. It would all be for nothing if you then had to front up to a hospital. Finally, what you're saying about tattoos being taboo in the 1930's is certainly not true, at least not in Australia. While they were nowhere near as common and popular as they are today they certainly were not taboo, and definitely not reserved for just the military. The trend started with them being popular with convicts (including women), and with ex-convicts using more tattooing to cover up scars and marking tattoos. Then there were many sailors with them as well. Basically, while in other parts of the world tattoos might have been a lot more conspicuous, in Australia (even back then) not so much.

it depends on how long ago the tattoo was done though because fresh tattoos need to heal. and since it's a medium to large size tattoo it'd take about a couple of weeks. then again, since they did DNA testing, it was proven that it was Jimmy, so it doesn't make sense to do a tattoo on an arm that already has a tattoo.
