"La Cumparsita" was written by Gerardo Matos Rodríguez from Uruguay, and later lyrics were added by Pascual Contursi from Argentine. It's the most famous tango song - that is why I associate it with Argentina. But it is originally a song from Uruguay. Very sorry for this! I will do better research next time.

[EDIT] Nope. As many commenters have pointed out, El Condor Pasa is indeed Peruvian: the melody, at least, is from a groundbreaking 20th century Peruvian zarzuela by Daniel Alomia Robles. Still no info on the original lyrics.
