Over two years into war, Russian forces continue almost daily attacks on Ukraine’s second-largest city, Kharkiv. This week, Kharkiv’s TV tower was destroyed, while power outages remain frequent and living conditions difficult for the city’s residents. Meanwhile, in a claim disputed by Kyiv, another village in the Donetsk region has reportedly been captured by the Russian forces. Ammunition shortages have made defense challenging for Ukrainian troops. But Kyiv is not standing idle. Ukraine steps up its attacks on Russian refineries and other industrial targets fueling the enemy’s war effort.
In a sigh of relief and major morale booster, the United States passed a $61 billion military aid and assistance package for Ukraine, held up in Congress for the past six months. While weapons are essential, so is manpower. Kyiv passed a mobilization bill and announced the suspension of consular services for Ukrainian men of conscription age residing abroad.

Incentives could be a better method to bring those eligible for mobilization home.
