It could be due to shock but it is also strange that after the first rocket, one of them just continues to walk forward and they don't really look overly concerned. Again it could be due to shock or something but it seems strange to not go for cover in this context. There is also a 5th person who emerges from the rubble to the right after the first rocket goes off. Could they maybe have been targeting a known militant and mistakenly fired at these 4 innocent people? That's also possible and it shows why we have to stop reacting to footage before it gets analyzed and confirmed. Video evidence can no longer be considered evidence in and of itself.
