I actually had an account with a clan castle at th 2.You only need a hammer jam event or a resource pack that pops up if you are at th 2 for some time.Hope this helps

Its probably as a Last Thing to do type thing As of course coc uses Servers and Their database is probably huge so they do need to "clean out" some accounts that are inactive and are probably gonna be inactive Same goes for other popular games like Fortnite or other games Fortnite reddit has had some weird stories of needing to apply for an old account that has been inactive for over 3 years to come back Same could be with supercell Idk

They even encourage you to continue playing after being inactive for 90+ days or so by giving you some free upgrades. They only say they might remove your account, probably only for accounts where they assume it won't be accessed any time in the future (Spam accounts or so)
