Where is the evidence/video that shows Putin saying that? All western media has done is speculate. They speculated about Russia's ability before the war, they assumed Russia was out of weapons, they assumed sanctions would cripple Russia in few months. All they've done is speculate and assume what they think Russia must be thinking or doing. They even assumed that Russia somehow planned to conquer the world with just 150,000 troops. They said Russia wants to go beyond Ukraine and Ukraine is protecting Europe. Even a few months ago we weren't sure, a peace-treaty and ceasefire were still the most likely outcome but now that the US and other countries have decided to send tanks and affirmed their commitments to help Ukraine as long as it is needed to win it is obvious Ukraine can't "lose". There is a possibility to see a "draw" where Russia gets to keep some of the conquered territory but because of the sanctions, brain drain and loss of lots of young men, Russians would end up weaker than they were before the war and their demographic issues would reach a critical point. The other possibility is that Ukraine slowly gets more and more Western tanks and starts training entire divisions to use them. In this scenario where Ukraine uses the accumulated hardware over a year or two at most, Ukraine would certainly win. Let's remember Ukraine has achieved massive victories in the Kharkiv offensive and by taking back Kherson by mostly using the same outdated stuff Russia uses or the few Ukrainian-made weapons. Ukraine getting modern tanks is a game changer. Ukraine will probably also get planes at some point which would mean that Ukraine, the country that is performing extremely well with limited artillery and outdated stuff, would suddently end up with lots of brand new tanks, planes and artillery. (The HIMARS alone were game-changers and Ukraine doesn't even have a hundred of them).

About 60% would either deliberately hinder the military (like let air out of tires, idle a truck all night so there's no gas, exc) or they would only put up a token display (go on patrol, pretend to have a fire fight, shoot up random trees). He only has a little over 30% of the military that are openly willing to fight. This is coming from pollsters inside Belarus asking people on the street. In a police state. It's fair to say the report paints a very bad picture for Lukashenko.
