The Army Corps of Engineers, which will have a lead role in reopening the Port of Baltimore, gave reporters a closeup view of the Dali and the mangled Francis Scott Key Bridge. The bodies of four workers who were on the bridge are still missing. The NTSB interviewed those who were on the ship when it crashed. NBC News' Tom Costello reports.

I know. A lunch break typically means you're half way done with your shift too. So sad. I can't even imagine what it must've felt like dropping hundreds of feet and then icy cold water filling up inside your vehicle, and you don't know how to swim, and then 4,000 tons of metal crash down on you pushing you deeper into the water.

This country was built and continues to be built and maintained on the backs of immigrants and poor people of color. Workers was taking a nap on break. Freaking sucks they died on break. Shout out to the blue collar job workers out there. Always in a dangerous place and never knowing when the danger will hit. RIP brothers. And shout out to the captain fir dropping anchors trying his best. Awful day.

Happens daily to a lot of people. Construction, shipping, manufacturing are very dangerous jobs. That’s why it blows my mind how there are conspiracies around this event. It just shows how isolated some people are from the real world that they think a freak accident like this had to be planned.

The fact that the workers were on their break makes it even worse, if they were working, they most likely would've been able to react to the ship coming and step on the gas off the bridge, but since they were on their break in their cars, they had absolutely no idea. Just imagine sitting in your car, taking a break from working at one in the morning, and the bridge just falls out from under you. Just horrible.

The whole bridge collapsed in 5 seconds after it was hit. There's no way they could have gotten off the bridge before it collapsed, even gunning the gas in their vehicles.

When you just look at the metal it doesn't seem that big. But when you go back and look at the size of the cars and even the semi that went over the bridge you realize just how massive the metal in the water is.

the insurance payout for that ship is going to be record setting...$4 billion "Morningstar DBRS analysts said in a Wednesday note that insured losses could total between $2 billion and $4 billion, depending on the length of time that the port is blocked. Such a figure would surpass the current highest amount, which was paid out from the capsizing of the Costa Concordia cruise ship in 2012."

Yes, they did. But I assume they probably use radios, at least initially, so if the workers weren't close to a radio, they may not have heard. And they were in the middle span of a 3 mile long bridge, and the part of the bridge that's longest from the main span to the land is longest on that side.

It happened really fast. From the first alarm to the crash was 5 minutes. Asking the police to close the bridge happened less than 2 minutes before the crash, when they realized dropping anchor wasn’t enough.

I watched that whole press conference. She was referring to the treacherous conditions the NTSB had when they got onto the ship on Tuesday. They had to climb a pilot's ladder made of rope on the outside of the ship to get up to the deck, then the deck was slippery and unsafe, so they weren't able to do as much inspection of the forward part of the ship as they had hoped. It wasn't safe. Also, the ship was carrying 57 containers of hazardous materials, some of which is possibly leaking into the water. A pontoon containment barrier has been put around the ship, but at the point of that first inspection visit, it wasn't clear what was in the containers that had fallen onto the ship's deck, what might be leaking above the deck they walked on.

In general, the process of decomposition in water can take anywhere from several days to several weeks or even months.

With the current water temperature, not much decomposition will be occurring. The water temperature is one of the problems for the recovery operation.

I had a shipping container delivery that day from Wuwi Shipping Container i got 2 40ft containers from them, my driver is with my friend going to our drop off location i was really thankful they made it back 30 mins before that tragedy happen. I paid the containers upon delivery and the minute i heard about the news i called the driver to make sure he is fine.

Sounds good on paper but taking momentum of a 100,000 ton ship into account it will maybe delay the collision a half a second. Think how strong that pillar was standing over 40 years. Ships this size is incomprehensible heavy it has so much energy moving at any speed.

According to the U.S. Army Corps of Engineers, the Port of Baltimore had 35,202,027 tonnage in 2020. As long as their is debris in the river, that's a loss of 135,392 tonnage per working day.

And it's the small, unassuming bridges you usually don't notice that make up the majority of bridges with a "poor" rating. The ones that span over a small creek or gully, with no trusses or any remarkable features other than a small section of concrete instead of asphalt. Those are the ones most likely to collapse at random.

+johntecco8794 The bridge already had very poor clearance. Fenders and bumpers would've reduced this clearance even further. I'm not an architect, but it kind of seems like the bridge just didn't have the best design for that space.

@@MG-ot2yr I do not think collision could have been prevented as the bridge like much of Marylands infrastructure hasn’t been updated with any concrete barriers, however I do believe them guiding and tugging through the bridges water ways would have at least slowed impact possibly saving the length that collapsed

Whenever they get around to replacing the bridge, they'll definitely want a stronger, safer design. In recent years cable stayed bridges seem to have become the bridge of choice for most long spans. That seems to be the most likely option here. With a cable stayed bridge you can span longer distances than you can with a truss bridge. This improves safety because the towers will be further away from the center of the shipping lane, making them harder to hit accidentally. The passage under the Key bridge was only around 1100 feet wide. I don't know the physical limits of the cable stayed design, but the Gordie Howe bridge being built between Detroit and Windsor measures around 2800 feet between the towers and it will be the longest cable stayed span in North America when it's finished next year. Ideally they could build a bridge to span the entire waterway, keeping the towers on land, but that's probably not cost effective. The waterway measures around 5200' wide on Google Earth and the current world record for this bridge type is only 3622'. A suspension bridge could span the distance easily, but they have their own constraints that may not make one suitable here.

I think they need a new way to alert folks on the bridge as it’s cascading toward the pier. An extremely loud emergency siren and lights to alert folks. I don’t know something…good grief. Anything to prevent folks from being on a bridge about to collapse. Those poor souls. 😢 Also why wasn’t the mayday call made a bit earlier? I imagine they had to know they were going to hit that bridge before that 2 min mark.

Actually the crew informed the Mayor and the authorities just before hitting the ship as they had lost complete control on it due to a huge power loss twice in the vessel. as a result the authorities were able to shut the bridge timely and a major disaster was prevented.

Yes, the bow of the boat is resting on the bottom. It's weighed down by parts of the pier it hit as wll as the bridge deck and parts of the steel structure. Parts of the hull have been torn open near the bow.

I believe there was about a 90 seconds between when the police were able to stop traffic and the bridge collapsed. I doubt there would have been time to get to the center of the bride, allert them, and get them off in time.

Tugs are used to pull the ship away form the dock and guide the ship until it's in the shipping lane and can start to pick up speed. Tugs can't be too close to ships going faster than about 4 knots, and a ship this size needs to get up to 8 knots or more before they have control of their rudder. Baltimore Harbour is big, plenty of room for a ship this size to make the turn from the docks toward the shipping lane. And the shipping channel is wide. Tugs are not normally needed to help ships once they're in the channel.

One of the replies I received was from a woman and she said that in Hobart Australia they shut the Bridge down when cargo ships come through because they had a collapsed bridge in 1976. I Googled it and there are four to five cargo ships that go under the bridge at the Baltimore Bay per day they can shut the bridge down just like they did in Australia. Mr Smarty Pants

Ships lose power all the time. But that normally happens when they're out at sea with nothing clsoe by to hit. They have backup generators and spare parts ready to fix anything that goes wrong. Also, the ship's maintenance records are available online for people with the right credentials. I saw them the other day on another channel. The ship WILL be inspected closely, but its maintenance records are up to date, its condition was good. This ship is not even 10 years old.

MV Dali draught is 15.03 m (49 ft 4 in) when fully loaded. It has a capacity of 9,971 TEU and was carrying 4,679 TEU, so it wasn't fully loaded and would obviously have less draught when it struck the bridge.

Risk vs damage/cost potential assessment. Tug boats and crew is a limited resource, as with so much else, one need to use it where the risks are higher. No tug used here, means there are more critical locations where the need is higher for tugs

Because not all the ports have this rule. In some countries, mostly african, asian, tugs are compulsory. In countries like the ones from N America, Europe, tugs are optional most of the times, to reduce costs. If a captain doesn't rquire tugs, when tugs are optional, he receive "a bonus". Here, onboard of MV Dali, is a huge collection of mistakes based of incompetency, attitude onboard and miscommunication.

Eerily similar to the Summit Venture collision with the Sunshine Skyway Bridge in 1980. And the Francis Scott Key Bridge was built before that accident it appears, so they sadly might not have had the knowledge of the tactics to prevent this sort of accident (like massive concrete "dolphin" pilings to protect the critical structural members). But one is left to wonder if this incident means we will now proactively equip similar bridges with the best known protection measures?

They're going to rebuild with a bunch of tech and sensors added to it. Just look at an intersection in any major metro area and you'll see where things are headed. It could be just what we need to get people to put the phone down if the system sends automated tickets to those on the phone. How strange they had prior problems but didn’t secure a tug boat just Incase? They have engineers and and assistance engineers but nobody knows what happened? Bad maintenance is evident, you also have an anchor to drop just in case. Why not have tug boats pulling these foreign ships just in case they fail?

To be honest... even if a tug boat was right there it wouldnt have made much of a difference.. that ship weighs in at almost 100k tons.. good luck pushing that in a fast responce.. im not even sure that a tugboat hooked to the ship... pushing the whole time.. could change the course if the rudder was hard over while it is in motion.

The thing that gets me is how the whole bridge collapsed instantly instead of the section that was damaged. That's poor engineering. Only the section that was affected, maybe the one connected to it should have collapsed....but not the whole damned thing.

New laws for ships to be attached to tugboats ALWAYS near any bridges?....this needs to be the only accident.

It's a risk vs damage potential vs cost assessment. In many cases the risk for damage is concidered low, and 'better' to replace the bridge if the 'unthinkable' should happen
