She would need permission from both black mirror and nine inch nails to do this. But they probably both gave it to her since this song was considered a joke.

Firstly, it’s not a rip off - NIN were involved in the rewrite and approved it for use on the show, they were fully involved with the production of it. Secondly, at the time of this show, the song still had the Twitter hype of being catchy and a slay regardless of the show’s message (and people who watched the show thought it was funny that the ‘soulless pop song’ was catchy as heck and embraced it for what it is empirically…a pop song) Anyway, Miley doing this live was nothing more than a tip of the hat to the popularity and the coincidence of her headlining Glastonbury at the time. It’s not a sad she did it, if I had to bet, I reckon she suggested the idea herself as a joke. Not everything is that deep, calling people mindless zombies for dancing to a song at a festival is actually wild.

the episode was not about how "people are fans of an artificial pop star", the episode is about how a young woman was being used and abused by the money-hungry people around her who suppressed her identity and freedom. you and the commenter above me missed the point COMPLETELY.
