Elizabeth Economy did her undergraduate work at Swarthmore, earned a master’s at Stanford, and holds a doctorate from the University of Michigan. She served at the Council on Foreign Relations and the World Economic Forum before coming to the Hoover Institution in 2020. Dr. Economy is the author of half a dozen books, including her most recent volume, The World According to China. She has just returned to Hoover after a two-year leave of absence in Washington, where she served as senior advisor for China to Secretary of Commerce Gina Raimondo. In this wide-ranging interview, Dr. Economy discusses China’s ambition for controlling international internet traffic and Chinese President Xi Jinping’s ambition to reclaim “Chinese centrality on the global stage.” Dr. Economy also compares the China policies of the Trump and Biden administrations and notes that both administrations-while agreeing on very little else-agree that China is a danger and must be dealt with, especially with regard to Taiwan.

There's a difference between the USA seeing China as a threat, and Chine threatening the USA. If you own a business, and someone comes along to compete with you, and it turns out they are better at business than you, they are, perforce, a threat. That doesn't mean they are threatening you, it just means they are carrying on their business, and doing it better that you. That is the situation of China and the USA. China has taken over a large part of the world's manufacturing simply because they do it better and cheaper than others, especially the USA. The USA's answer to China's "threat" hasn't been to try lift their economy, it has been to sanction China, threaten other countries that trade with China, restrict trading with China, attempt to restrict other countries trade with China, and continue to use military threats to keep their empire in line. That strategy is bound to fail. When the USA talks about the "world order", what they mean is the USA's pre-eminnet position in a world order they control. That too is bound to fail.

Historically, China has been a major power in Asia for a few millennia. Despite intermittent setbacks, it has consistently rebounded. The present era is no different. Irrespective of whether it's under the leadership of Xi Jinping, the Communist Party, or another entity, China's drive to regain its prominence is inevitable. It’s short sighted to blame China refusal to submission on a person or its system. For the U.S., it would be more strategic to anticipate peaceful coexistence with China than to opt for confrontation. Engaging in costly wars with China, even with a U.S. victory, could paradoxically wounded its global standing. Believing that China has no aspirations akin to the Monroe Doctrine, or presuming that it could be deterred from such ambitions as its Purchasing Power Parity (PPP) outpaces the U.S., is a misjudgment. The emergence of a multipolar world is a foreseeable reality. Yet, in the current political milieu, such forward or divergent thinking often faces unwarranted brushed aside rejections. You may wonder if there are adults in the Hoover Institution.

The US should abandon its mentality of exceptinesm and live with China with mutual repect and co-existence just as China did in its past glorious era over many centuries before the westerm powers dominated the world for about 200 years. The humanity needs more cooperation instead of confrontation or conflict since there is only one earth to live on and it is big enough for all poeple to live in peace.

Interesting, this is perhaps one of the very few times I've seen a guest on the show with whom I mostly disagree. Her assertion that came across as describing the Chinese as "not really being communist" is, in part, the thinking that got us into the situation we're in today. Her description of what the Biden administration is doing that is helping us tackle these problems and the storm, in my opinion, is hurting us more than helping. I could point out more, but I will refrain from writing an essay in the comments section.

"Chinese as not really communist" is both Correct and incorrect. It is based on not all 100% Chinese is communist. Based on people nowledgeable about Chinese inside mainland China, less than 10% Chinese inside China is communist party members who rule mainland China.

Great interview. The polarization, so-called, is the locus of great cultural and political energy, and will be our greatest asset if only we can get the different sides of the argument to deeply engage each other. This will happen bottom-up: we can each do this in our own lives. The ideological rival is a resource like no other, relentlessly pointing out the flaws in arguments, the overlooked, the bad assumptions; who wishes to can learn much this way. To renew our liberal democracy, we must practice liberalism and democracy in our own lives: if our culture is imbued with it, our government will be, too. Talk with, befriend, if possible live amongst, those you disagree with. Love them more than you may despise their views. Be humble. You can learn from anyone.

This woman knows nothing about China! 1. China was never the centre of the world and never sought to be. It never attempted to create an overseas empire and China never fought colonialist wars in other continents like the UK, US, France, Germany, etc did. China goes to Africa and builds roads, railways, bridges, ports, and dams, etc. The Europeans went before them and sent millions of the African people into slavery. 2. She talks about Chinese setting up military bases oversea. Just for the record, China has 1 military base and the US has about 800!

This interview typifies everything wrong with elite discussion in the United States (and in Europe for that matter). It consists of hearing what wants to hear and regurgitating it in a glorified echo chamber. There is no attempt to consider arguments or outcomes that are different to the wish fulfilling dreams of maintaining American supremacy at all costs. For example, China's economic problems pale into insignficance with America and Europe's. Similarly, on the political plane - a large majority of the public in the Western countries have been suffering declining living standards for decades and have largely lost trust in their 'democratic' institutions. Meanwhile Chinese people have seen rising living standards for decades and according to polls conducted by US companies are overwhelmingly supportive of ther government. On the international side, China's Belt and Road Inititiative now has 150 countries signed up, and the BRICS is rising fast. One extra thought on Taiwan. If the US really supports the Taiwanese people, why are they shifting chip production to America? This can only devastate the Taiwanese economy whch relies on its local chip production for 50% of its exports? Already, Taiwan's economy is stagnant. If it loses its chip industry perhaps integration with the Chinese mainland will look more attractive than it does today...

Absolutely, as Chinese American, I agree with Elizabeth that China is not socialist, although China claims it is a socialist country. Actually, United States is much more socialist than China. Chinese president Xi said that Americans are lazy. It means there are much fewer welfare programs in China. Thus, It is hard to predict which country will prevail in the future, based on Productivity. Democracy can do both bad and good things. China is an authoritarian country.

The difference is the system. I will point out two facts, one when Apple refused to release the passwords to open the iPhone of the Bernardino shooter ( could not and would not ever happen in china), two the fact that Snowden released the info that was secret as to is being spied upon, ask yourself, why did the government try and keep it secret and still does. Because they know accountability still exists to a degree and they are scared if it. These two cases show the difference between the two

You don't need dictatorship for economic growth. Sensible market policy with human resource development alongwith rule of law will pave way for growth. India without dictatorship since 1990s has seen 6%+ growth. Thus dictatorship is not needed for growth. But high level prosperity is possible only with democracy or else you must be resource endowed.

Between economy and power, of course they choose power! If they choose economy, they will lose power gradually, if they choose power, though the economy will be damned, but it’s none of their business! Those ppl who are still in power can still live luxuriously that most ppl in the world (even in the west) can’t! Think about the 3 year starvation, the culture revolution, these ppl still thought super highly of Mao! They never thought to kick out CCP! Only by realizing the nature of those CCP who are in power, you will be able to predict their reactions. The true nature of communism is about power. Thank you for this important interview. I understood that free will and the rule of law will not survive without a peaceful economic environment because totalitarian governments and our traditional reaction to them will always impose strong central governments. We become what we fight, always. Power should exist to control itself firsthand. In my infinite ignorance, and I apologize for this, I would like to suggest a global alliance centered on the objectives of the UN global pact as non-negotiable drives for all those who negotiate globally. All political systems have failed us and are less important than human reality. The planet doesn't need us, it can start again if necessary. It is dying while we discuss what is actually least important to all of us as a conscious species. Neither China nor the USA are solutions to anything, they are two elephants in the room making us choose a side. We need both and any other super(egocentric)power in the cage of a much stronger global alliance. The time for the dinosaurs has to be ended. We need to jump to the era of more humanized relations no matter how long it would take, this should be the target. It's time to wake up and grow up, otherwise, in a few decades there will be no future to fight for.

I can even answer the host opening question in very simple way. " If Xi gets his way, What does Xi wish during his governance ?" 1/ Integrate Taiwan with the Mainland. 2/ China progresses economically, technologically, socially, militarily .... etc. 3/ China works with the Global South and helps third world countries and partners to grow together.

Very good discussion!! I’m Canadian and I thank god everyday for the US. And to anyone who thinks America is in decline or weak I would say learn your history…just ask Japan. I feel America has almost supernatural regenerative powers…and she does much better when she has an external enemy to focus on.

I live in Hong Kong, my wife is Ukrainian and I’m Taiwanese American. I’ve been seeing the changes in China and HK in real time over the past 20 years. A China/Russia led world order would be a complete disaster for humanity. Xi Jinping will probably end up being the worst thing to happen to China since Mao.

Moved to Shanghai post college in 2011 and fell in love with this great city and the people here at large. However the shadow and now outright malice of Xi has unfortunately made staying here further untenable and now I'm looking to move back to the States in the next 6 months. War is the last thing I'd advocate for but I hope we both maintain our commitment to Taiwan and expand our military aid to them. The 'Domino Theory' in Asia of the Cold War proved to be untrue in my opinion but I feel us fleeing that fight (if it comes to that) would cause irrevocable damage to our position worldwide and to the people of the world who value Democracy.

See, this the difference b/w the Neil Fergusons and Steve Kotkins on the one hand and a real expert on China. I hear these 2 guys talking generalities and uttering soundbites that sound intelligent but ultimately rest on shaky grounds. She is, however, measured, precise, analytical and conservative in her judgement on what course events might take. Also in giving credit or critique where they are due. Hoover is lucky to have her.

I’m not well read in Soviet or China studies, so take my opinion with a pinch of salt… But I disagree on Kotkin. His conclusions are definitely sweeping, but still feel insightful and informed. He’s also very, very humble. I agree that Ferguson speaks in sound bites.

I really like, a lot, how you speak so much about the Communist party. Considerably there's so much equality in that Political System in thought. And even mandating (1) child is a desirable step to support overpopulation. Running off Vivek's lead, verbatim, ,, When I become President... '' having a minimum-waged Salary after a certain age, I think, would be incredibly beneficial. As in at age 30 - $35,000.00 40 - $42,000.00 50 - $60,000.00 or something like that, I'd like to think would change so many lives within our most marginalized Communities and negating so many of our Country's current disparages.

And Okinawa is Chinese as well. We Japanese committed terrible war crimes during WW2, so we have to keep apologizing more to Chinese. As one of our humble apology Japan will return Okinawa to Chinese .

Remember when Peter would play devils advocate and really challenge the ideals of the person he was interviewing? In this discussion he appears to just lead Elizabeth on and agree with everything she says. You are delusional if you don't think multinationals in the US don't horde citiens data and tailor search results to fit their self interests. It would have also been nice to have q and a with an audience, but we can't have free thinkers asking troublesome questions now can we.
