Depends on the amount of data storage they have, this grainy footage is purely because the cost of data storage isnt worth having hq footage. Imagine having 20+ cameras with 720/1080p film running 24/7 AND stored for 3-6 months. A single camera alone would be 30-50gigs PER DAY then times that by 20 then times that by 90(3 months). Youre looking at petabyte storage that isnt even available to consumers let alone some shit county that has its IT department run by an old man or a highschooler Edit: even at the lowest range, you need 54 petabytes to do only 3 months of solid video footage.
