Formidable and other words above are based on the word "Fear". The base of the word "Грозный" is "Danger" (noun). And literraly the adjective is "Bringing danger". He was danger for common people because he was Ruthless and Merciless. I think "Merciless" (беспощадный) is the closest meaning of "Грозный" in this case. It inspires fear, but it's not directly "Fearful" or "Formidable". And even more so, it's quite far from "Terrible". I haven't a clue why the whole world calls him "Terrible" :)
